First 5 San Joaquin Commission Votes to Provide Funding for Stage 3 Child Care Services

On Thursday, October 28th, First 5 San Joaquin’s Commission voted in favor of providing funding in the amount of $553,000 to maintain child care services for low-income families in San Joaquin County with children (approximately 95 infants and 449 toddlers and young children) who need child care subsidies in order to work. The bridge loan will help to restore child care services during the months of November and December for working families in the CalWORKs Stage 3 program, which was recently eliminated by Governor Schwarzenegger from the 2010-11 state budget in a last-minute veto. The loan will be paid back if the legislature and governor sign a new bill reinstating the funding.

FRRC employees have contacted providers caring for children who qualify for the bridge loan funding. The funding affects only those families who were receiving child care subsidies through Stage 3 and is not a new program.

CalWORKs Stage 3 child care funding extended through November 5...updated 10/29/10
Earlier today, a petition was filed in Alameda County Superior Court on behalf of parents impacted by the elimination of CalWORKs Stage 3 child care funding. The judge issued a Temporary Restraining Order (TRO) until November 5, pending the outcome of a hearing on the petition..
Family Resource and Referral Center will contact all parents and providers to provide details.
Please submit timesheets for October care by November 5 and continue to complete timesheets for care provided in November.

Stage 3 Funding Affected . . . updated 10/28/10
As you know, on Friday, October 8, Governor Schwarzenegger signed the state budget and used his blue pencil to jeopardize the economic stability and lives of over 81,000 children in California by vetoing all state funding for Stage 3 child care. Our county is home to 1,619 of these children.

These are the families who have succeeded in difficult times to obtain and retain jobs and provide for their families. With the loss of the only remaining financial assistance that they have, child care subsidies, many parents stand to lose their jobs or worse, leave their vulnerable children home alone unsupervised.
Speaker John Perez and Senate Pro-Tem Darrell Steinberg have vowed together to bring forward legislation in early December to restore funding. We applaud these efforts and ask that you join us and the children and families of California in the fight to restore Stage 3 funding.

The Campaign to Save Child Care is planning a vigil on Thursday, November 4. The first names, ages, and county of residence for every affected child will be read at the State Capital. Volunteers are needed to read names. If you are available, please consider providing a voice for the 1,619 San Joaquin County children who will lose child care on October 31. It is up to all of us to make it known that the elimination of child care assistance for working families is unacceptable. You can take action by doing any of the following:
